“GTA Baku” is not an official Rockstar Games product. Instead, it’s a total conversion mod for GTA San Andreas (sometimes GTA Vice City or GTA IV) where modders replace:

  • Map textures with Baku’s landmarks (Maiden Tower, Flame Towers, Boulevard)
  • Vehicle models with local Lada, VAZ, or modern Baku taxis
  • Pedestrians and radio stations with Azerbaijani language and humor
  • Storyline characters — including a protagonist often named Mamed Aliyev (a common Azerbaijani name, sometimes used satirically).

These mods are popular because they let local players experience their capital city in the chaotic, open-world style of GTA.

The Anatomy of a Local Internet Myth

"GTA Baku" is what digital anthropologists might call a phantom game — a desired product that exists only in forum posts, low-quality YouTube thumbnails with "yukle" (download) buttons, and ZIP files hosted on dubious file-sharing sites. The inclusion of "Mammad Aliyev" suggests one of three things:

  1. A local modder’s alias – Someone named Mammad Aliyev may have created or promised a Baku-themed GTA mod in 2021.
  2. A character name – In fake game descriptions, "Mammad Aliyev" is listed as the protagonist, borrowing from common Azerbaijani names for authenticity.
  3. A search engine artifact – The name may have been keyword-stuffed by uploaders to attract clicks from Azerbaijani users.
