This error is specific to Grand Theft Auto IV (and Episodes from Liberty City) and is related to video memory (VRAM) detection. It usually appears as:
"Fatal Error: VDS100 - Unable to retrieve enough video memory. Please check your graphics card meets the minimum requirements."
Even on modern, powerful PCs, this error occurs because the game (released in 2008) cannot properly recognize modern graphics cards with large amounts of VRAM (e.g., 4GB, 6GB, 8GB+).
If you encounter VDS100 today, here’s the industry-standard fix that works on Windows 10 and 11:

If that fails, install DXVK (drop d3d9.dll into the game folder). It replaces DirectX 9 entirely, sidestepping the broken handshake that causes VDS100. gta iv fatal error vds100

If you’re on Windows 10/11 and still stuck:

Some users report success with DXVK – a translation layer that converts DirectX 9/10/11 to Vulkan, bypassing GTA IV’s VRAM detection issues.
dxvk-2.x.tar.gz from GitHub (DXVK releases).d3d9.dll to your GTA IV root folder (same as GTAIV.exe).GTA IV was coded when 60Hz was the maximum. If your monitor runs at 144Hz, 165Hz, or 240Hz, the game’s driver system can crash immediately.
To fix:
Launch GTA IV. Once you confirm the game runs, you can revert your monitor to 144Hz and use -refreshrate 60 in your commandline.txt to avoid changing settings every time.
