The clock struck 3:00 AM. Elias sat bathed in the blue glow of his monitor, his eyes fixed on a sprawling web of icons. To anyone else, it looked like a complex flowchart; to Elias, it was the destiny of a nation that never was.

He was a "modder"—a digital architect of alternative realities. Tonight, he was finishing the "Republic of Cascadia" focus tree. His mouse hovered over a node titled The Seattle Uprising

"If this succeeds," he whispered, "they get the industrial buffs. If it fails... civil war." He dragged a line from The Seattle Uprising to two mutually exclusive nodes: Consolidate Power Flight of the Provisional Government . With a few clicks, he assigned the rewards: War Support, positive 5 Civilian Factories, and a national spirit called Spirit of the Evergreen

Elias hit 'Export.' The tool crunched his visual map into thousands of lines of code. He launched HOI4, selected his mod, and waited. As the map of North America loaded, a new set of borders shimmered into existence. He clicked on his custom nation and opened the focus tree.

There it was. A brand-new path through history, born from a free tool and a late-night idea. He wasn't just playing a game anymore; he was rewriting the world.

Hearts of Iron IV (HOI4) is Paradox Interactive’s grand strategy magnum opus, a game where the smallest detail in a national focus can change the outcome of World War II. For over eight years, the modding community has been the lifeblood of the game, transforming vanilla nations into complex, alt-history behemoths.

But here is the common pain point: You have a brilliant idea for a mod. Perhaps you want Luxembourg to conquer the Axis, or you want to restore the Byzantine Empire with a 500-step focus tree. However, looking at the raw code in Notepad++ feels like decrypting Enigma itself.

Enter the solution you’ve been searching for: HOI4 focus tree maker free tools.

In this article, we will explore everything you need to know about building custom focus trees without spending a dime. We will cover the best free software, step-by-step tutorials, advanced scripting tricks, and where to share your creations.

Why Make Your Own Focus Tree?

Before we dive into the software, let’s address the "why." A focus tree is the skeleton of a nation in HOI4. It dictates political paths, industrial growth, and military expansion.

  • Do you think your home country deserves a better path? Build it.
  • Want to turn Luxembourg into a world-conquering superpower? You can.
  • Ever wondered "What if Trotsky returned to lead the Soviet Union differently?" That is a focus tree.

Creating a focus tree allows you to tell your own strategic story. And thanks to free tools, you don't need to pay $20 for software or $50 for a course.

2.4. Google Sheets to Focus Tree (Community Script)

  • How it works: Fill a spreadsheet → Run a Python script → Get a working focus tree
  • Pros: Great for theorycrafting & collaboration
  • Cons: No visual preview

This is the closest thing HOI4 modding has to "drag and drop."

Step-by-Step: Creating Your First Tree (Using FTM)

Here is a quick-start guide to using the free Focus Tree Manager.

Step 1: Setup Download and install Focus Tree Manager. Ensure you have a folder ready for your mod (usually in Documents/Paradox Interactive/Hearts of Iron IV/mod).

Step 2: Create a New Project Open FTM and create a new project. Point the "Output Directory" to your mod folder.

Step 3: Add a Focus

  • Right-click on the canvas and select "Add Focus."
  • Name the Focus ID (e.g., my_mod_industrial_effort).
  • Fill in the details:
    • Cost: How many political power points it costs (standard is 10).
    • X/Y Position: Where it sits on the screen.
    • Icon: Select a graphic from the list.

Step 4: Connect Focuses Drag a line from one focus to another to create a prerequisite (the arrow indicating you must finish the first focus to unlock the second).

Step 5: Add Effects In the focus details pane, look for "Completion Rewards." Here you can add effects like:

  • add_political_power = 100
  • add_ideas = my_idea_name
  • create_wargoal = target = FRA type = annex_everything

Step 6: Export Click the "Export" or "Save" button. FTM will generate a .txt file in your mod folder.

Step 7: Localization (The Text) The tool generates the code, but you need to write the name that players see. You must create a localization file (usually in mod/your_mod/localisation/english).

  • my_mod_industrial_effort:0 "Industrial Expansion"
