We formalize the IU IDOLFAP problem, derive necessary optimality conditions, and propose a scalable Stochastic Distributed Adaptive Predictive (SDAP) algorithm. Empirical evaluations on three benchmark domains—smart‑grid load balancing, autonomous vehicle platooning, and edge‑computing task scheduling—demonstrate up to 28 % improvement in robustness‑to‑disturbance and 22 % reduction in convergence time compared with state‑of‑the‑art baselines.
