That was the first rule of the Borrius Region: The War ended decades ago. The dark seal placed on the land by the ancient heroes was absolute. But as Kai stood on the cliffside of the Frozen Heights, his PokéGear buzzing with static, he knew the history books were wrong.

The Lockdown
It started three days ago when the "Shadows" began to pour out of the Creepy Woods. The Administrator chuckled. "We are preserving the world. Without our blocks, the Dark Power of the War will return. We are the Exclusive gatekeepers of peace."
"You're just jailers," Kai retorted. He held up the Key. The artifact began to levitate, responding to the presence of the two Psychic-types. "You locked the region because you were afraid of what people would do if they were free. But that's the point of being a trainer. We grow by breaking our own limits."
Kai thrust the Key forward. A wave of golden light washed over the square. It didn't destroy; it unlocked.
