There are two primary methods to add language packs to your system: Via the Text Panel (Direct Install):
Open the Text menu and select Transcript > Transcribe Sequence.
In the language dropdown, select a language that is not yet installed (e.g., Swedish).

This is the most critical technical issue regarding Premiere Pro Language Packs. You cannot easily switch back and forth on the same project. Part 3: The Problem with "Hybrid" Language Packs
If you start a project in English (using effect names like "Gaussian Blur" and "Ultra Key"), then try to open that same project on a machine running the Japanese language pack, you will likely encounter:
Why? Because effect names are hard-coded in the metadata. English "Brightness & Contrast" is internally recognized differently than its French equivalent, "Luminosité et contraste."
Click "Done" or "Save." The Creative Cloud app will now detect that a language module is missing. It will queue a small update (usually 200MB–500MB) for Premiere Pro. Click "Update All" or "Update" next to Premiere Pro.
Once the download finishes, your language pack is installed.
